Simulate the geographical terrain to build a complex functional program that combines people and power in an attempt to create a vacuum that promotes the concept of transparency and democratic accountability and combines administrative, political, social, cultural, elite and populist activities.
MIX BOUNDARIES
The idea is to create different functions joined to produce transparency between the government and its citizens by creating spaces with vital activities without impeding the functions of the city hall.
